Manual for School Construction in Ontario
Recently an expert panel of senior staff from numerous Boards across the Province representing Public, Catholic, French Public and French Catholic and hundreds of years of experience assisted the Ministry of Education to develop a manual to assist personnel at school boards involved in capital construction projects.
This manual is a useful tool for everyone to understand the steps and leading practices involved in new school construction and renovation projects.
The manual addresses 4 key phases of construction:
- Pre-Design
- Pre-Tender
- Contract Preparation and Tender
- Construction

Construction Project Timelines:
Our new construction projects follow an established time line. Many of the steps along the way are dictated by: Ministry of Education approvals, Ontario Building Code requirements, municipal planning approvals and public consultation. The below schedules are based on the ideal timing for approvals. However if there is a delay at any step in the process it may delay the project completion. The schedules may be modified due to the addition or deletion of approval, requirements etc.

The City of Burlington is reviewing the site plans for approval. The City of Burlington has issued a site alteration permit. This permit allows for the grading and elevation work to commence.
The project is expected to be out for tender in the new year. Once the tenders have been received, Halton District School Board Staff and Ministry of Education staff must review the documents. The Board will then consider the tender bids for approval . This approval is expected in March. This will enable a spring start for construction.
