Director's Annual Report 2024-2025

Message from the Director

The first year of the Halton District School Board’s (HDSB) 2024–2028 Multi-Year Strategic Plan reflects real progress in student achievement and success. HDSB students benefit from high-quality instruction, safe and supportive classrooms and engaging programs and pathways that help every learner discover their strengths, pursue what excites them and prepare them for their future. The HDSB continues to grow stronger through evidence-informed practice, student voice, strong partnerships and a shared commitment to excellence. Our partnerships with families, staff and community help us create the conditions where all learners can thrive. Our work continues and the improvements so far show that we’re moving in the right direction and seeing meaningful impact. Thank you to every student, staff member, family, trustee and community member who has contributed to this progress.

Six Commitments to Student Success

Progress in Meeting the Commitments of the 2024-2028 Multi-Year Strategic Plan

On Nov. 5, 2024, Trustees approved a new Multi-Year Strategic Plan for the Halton District School Board. The 2024–2025 Director’s Annual Report is organized around the six commitments of the 2024-2028 MYSP, highlighting the progress and achievements made in each area.

To assess this progress, HDSB uses a range of quantitative and qualitative measures aligned with Ministry of Education expectations. Examples of these measures and indicators are available on the MYSP webpage.

The following information highlights work completed and milestones reached in the 2024-2025 school year regarding the implementation of the MYSP, particularly as it relates to all six commitments. Progress toward each commitment is evaluated holistically, taking into account the overall progress across its related objectives rather than assessing each objective separately.

Accountability & Governance

The Director’s Annual Report fulfills the Ministry’s requirement for an annual public update to Trustees and the Ministry of Education on the actions taken in the previous year.

The report highlights key achievements across the Halton District School Board and offers a snapshot of system-wide progress. The real story of success happens every day in our schools and workplaces – through the learning, growth and accomplishments of students and staff across HDSB.

The Director’s Annual Report is supported by a comprehensive set of quantitative and qualitative data, including achievement results, survey feedback, indicators, environmental reporting and Ministry-aligned measures.

The full set of data tables and benchmarks is available in the Multi-Year Strategic Plan Monitoring Report (PDF).

For those who want deeper detail, the report includes:

  • Achievement and engagement measures (Acadience, report cards, EQAO, OSSLT/TPCL)
  • Secondary credit accumulation and graduation trends
  • Student and staff perception survey results
  • Disproportionality and identity-based data
  • Environmental metrics, including energy and greenhouse gas reporting

These data sources guide decision-making, support transparency and ensure consistent monitoring of progress across all six commitments of the MYSP.
