ERA 103 (Pineland PS, Mohawk Gardens PS, Frontenac PS) Boundary Review

​Phase Out of Kindergarten at Pineland Public School

The February 15, 2015 registration deadline for JK has now passed and an insufficient number of registrations were received. As such, Pineland PS will not be offering a Junior Kindergarten program for the 2015-16 school year. New Kindergarten students will be directed to Mohawk Gardens PS beginning in September 2015.

The boundaries have changed effective September 2015, as laid out in Scenario 3a. An email was sent to parents Tuesday, February 17th, 2015.

At the December 17, 2014 Board Meeting, Trustees approved the following Motion:

  • M14-0287 Be it resolved that the Halton District School Board approve the proposed phase-out of the FDK program at Pineland Public School with a one year addition to the current model; and
  • THAT a minimum of 15 students register for the JK program by February 15, 2015, with these students coming from the current English catchment area, with equal opportunity for students to register at Mohawk Gardens Public School, rather than being restricted to Pineland Public School.

Boundaries Approved

At the October 1, 2014 Board meeting Trustees approved the following motions:

  • M14-0217 Be it resolved that the Halton District School Board adjust the boundaries for the elementary schools in ERA 103 as outlined in Scenario 3a and detailed in Report 14099, effective September 2015.
  • M14-0220 Be it resolved that the Halton District School Board direct the Director of Education to prepare a report for the Board, to be presented no later than the second meeting in November, outlining possible scenarios phasing out FDK at Pineland Public School.

September 17, 2014 Board Meeting

Board Report 14136, was presented to the Board of Trustees at the September 17th, 2014 Board meeting. Delegations on the ERA 103 boundary review report were heard at the October 1, 2014 Board meeting.  

Proposed recommendation in the report is as follows:

  • Be it resolved that the Halton District School Board adjust the boundaries for the elementary schools in ERA 103 as outlined in Scenario 3a and detailed in Report 14099, effective September 2015.   

July 2, 2014 Board Meeting

At the July 2, 2014 Board meeting the Board approved the following recommendation:

  • Be it resolved that the Director reconstitute the Pineland Boundary Review Steering Committee, including representatives from Student Services, and with the trustees for ERA 102 and ERA 111 to review the scenarios developed, with the recommendations presented to the Board no later than October 2014.

At its Special Board meeting of July 2, 2014, trustees with the Halton District School Board revisited a June 18 motion regarding a boundary review in south Burlington, narrowing the scope of the area under review.

June 18, 2014 Board Meeting

At the June 18 meeting, the Board approved the following motion:

  • Be it resolved that the Director reconstitute the Boundary Review Committee, including representatives from Student Services, and Burlington trustees, to conduct a Boundary Review for the areas including ERA 101, 102 and 103 Burlington, with the recommendations presented to the Board no later than March 2015.

Following the June 18 meeting, trustees expressed concern regarding the clarity of the intent of the motion, and at their Special Board meeting on July 2, opted to reconsider and amend the motion to:

  • Be it resolved that the Director reconstitute the Pineland Boundary Review Steering Committee, including representatives from Student Services, and with the trustees for ERA 102 and ERA 111 to review the scenarios developed, with the recommendations presented to the Board no later than October 2014.

Following this spring's original boundary review of the area around Pineland Public School (ERA 103), recommendations came to the Board on June 18.  In considering these recommendations, trustees debated the scope of the original review, citing the need to increase representation on the committee to include Student Services staff and trustees from neighbouring areas.

Recommendation Presented To Board June 18, 2014

The Director's report provides details of the recommended boundary changes and the recommended implementation. This report was presented to the Board of Trustees June 18th, 2014 for a decision.

The Recommendation to the Board is as follows:

  • Be it resolved that the Halton District School Board adjust the boundaries for the elementary schools in ERA 103 as outlined in Scenario 3a and detailed in Report 14099, effective September 2015.

Recommended Scenario 3a

June 2, 2014 Board Meeting

At the July 2 meeting, trustees further defined these areas, narrowing the scope from all of south Burlington (ERA 101, 102 and 103), to the original study area (ERA 103) and the neighbouring area (ERA 111) from where students reside yet attend Pineland Public School.

The Boundary Review Steering Committee with the increased representation will meet within the next few weeks to revisit the recommendations from the original committee.  As per the revised motion, recommendations from the reconstituted committee will return to the Board for consideration in October 2014.

Public Information Meeting

A Public Information Meeting was held Monday, May 5th, 2014, beginning at 7 p.m. at Robert Bateman High School (5151 New Street, Burlington).

Background

At the February 19, 2014 Board meeting a report was presented outlining the current English enrolments and the 2014 – 2015 projections for Pineland, Martin Street and E.W. Foster.

As a triple grade configuration has been possible (due to 23 or fewer students enrolled in three consecutive grades for two consecutive years) the School Superintendent recommended undertaking a Boundary Review.

The Recommendation to the Board was as follows:

  • Be it resolved that the Halton District School Board approve a Boundary Review for ERA 103 which will address English Programming pressures at Pineland Public School effective 2015 -2016 school year; and that recommendations be presented to the Board no later than June 2014.

The motion was carried unanimously, resulting in the initiation of the Boundary Review - Southeast Burlington (ERA 103).

Timelines

The review began in February of 2014. The intent is that a final recommendation be brought to the board of trustees for a decision in June 2014.
