Oakville NE #3 and #5 PS Boundary Review

UPDATE – June 6, 2024

The Board of Trustees approved the following recommendation of Board Report 24076 (Appendix D Update) at the June 5, 2024 Board Meeting

Be it resolved that the Halton District School Board approve the revised implementation document regarding Option 7 for the new boundaries in the Oakville NE #3 and #5 Boundary Review Study Area, presented as Appendix A of Report 24076.

Since the approval of the boundaries and the implementation of the changes for the 2024/25 school year, Board staff have noted a significant increase in the number of students that have been moving into Zone H. Zone H was formerly part of the Dr. David R. Williams PS boundary, and was planned to transition to Oodenawi PS over the next 8 years, moving JK-K students to the school for September 2024, and phasing in one grade per year for the next 8 years. In the approved scenario, new move-ins were permitted to attend Oodenawi PS.

In order to stem the growth, staff recommended to amend the original accommodation plan for the 2024/25 school year to direct new move-ins within Zone H from Grades 1-8 to Dr. David R. Williams PS.

Note that this amendment goes into effect on June 6, 2024 and has no impact on grade 1-8 students in Zone H that have already registered at their school for the 2024/25 school year.

Boundaries Approved

The Board of Trustees has approved the following recommendation of the Director’s report Board Report 24006 and Appendix D at the January 24, 2024 Board Meeting.

Be it resolved that the Halton District School Board establish the boundaries for Oakville NE #3 and #5 Public Schools as outlined in Option 7 (Report 24006) and Appendix D, effective for the 2024/25 school year.

Boundary Review Committee Final Recommendation

The final Boundary Review Committee (BRC) meeting took place on November 30, 2023. The committee recommended Option 7 to advance to the Boundary Review Steering Committee (BRSC). The BRSC reviewed the recommended option and added additional implementation considerations by the Director of Education and larger senior team which have approved the changes. The recommended options were then scheduled to be presented to the Board of Trustees on January 10th and 24th of 2024.

Public Information Meeting (Livestream)

The Public Information Meeting (PIM) took place on November 23, 2023, from 7:00 p.m. to 8:30 p.m. The BRSC presented the recommended options selected by the BRC for review and consideration by the community (click here for the livestream recording).

The three options presented to the community were as follows:

A “Questions Form” was made available on the boundary study webpage where questions for the livestream were submitted. either prior to the meeting, or during the meeting. Submitted questions were read and were responded to by staff during the livestream.

Public Information Feedback Form

The Boundary Review Feedback form was open from November 20 to November 27.

The feedback was summarized and presented to the BRC on November 30, 2023. From the feedback received, the BRC selected Option 7 as its recommended option to be submitted to the BRSC for consideration. The BRSC will then forward to the Director and the Senior Administrative Team the option(s) (in full or modified) for consideration. Once finalized, a recommended option will be presented to the Board of Trustees for final approval.

Boundary Review Background

At the December 7, 2022 Board meeting, HDSB Trustees approved a motion to initiate a boundary review process to establish the recently funded Oakville NE #3 PS and Oakville NE #5 PS, as well as include facilities located in the North Oakville Secondary Plan within ERA 118, as well as select schools in ERA 114 to 117 to address existing accommodation pressures and underutilization, and update current and future holding school boundaries in anticipation for future new school facilities in Oakville, north of Dundas Street to open.

The motion, as presented in Board Report 22148 is as follows:

BE IT RESOLVED THAT, the Halton District School Board direct staff to complete a boundary review for ERA 114 (Palermo and West Oak Trails), ERA 115 (Glen Abbey), ERA 116 (Munn’s Creek), ERA 117 (Morrison Valley), and ERA 118 (North Oakville) with the objective of establishing new boundaries for Oakville #3 PS and Oakville #5 PS, address Accommodation pressures throughout the study area, and update holding school boundaries.

Confirmed by the BRSC, the following schools are to be involved in the review:

ERA 114: Palermo PS (ENG and FI holding school and potential repatriations)
ERA 115: Forest Trail PS (potential FI holding school)
ERA 116: Munns PS and Sunningdale PS (FI holding schools and potential repatriation and Post’s Corners and River Oaks (ENG holding schools, potential repatriations and ENG boundary realignment)
ERA 117: Falgarwood PS (ENG holding school and potential repatriations)
ERA 118: Oodenawi PS and Dr. David R. Williams PS (potential ENG and FI boundary adjustments) and Oakville NE #3 PS and Oakville NE #5 PS (new school boundaries)
