Northeast Burlington - Alton Elementary School Boundary Review

At the June 2, 2026, Board meeting, HDSB Trustees approved a motion to initiate a boundary review process to review English and French Immersion Boundaries. Northeast – Alton Burlington currently operates six (6) elementary schools, four (4) of which offer French Immersion. 

At present, these FI programs are experiencing difficulties in meeting the minimum Grade 2 enrolment requirements necessary to sustain a healthy and viable program, and hitting the 20:1 threshold required by the Board. 

Located in the Northeast Burlington area are also two (2) secondary plans: Evergreen and Bronte Creek Meadows. Currently, both development areas are directed to John William Boich Public School. Given that there are available facilities in closer proximity to Bronte Creek Meadows, it is prudent to review these catchment areas. Proactive realignment will maximize the use of existing permanent space and mitigate the use of portable classrooms.

Planning Services has received continued feedback from areas in the Alton community having the opportunity to attend a school closer to their immediate community.  Due to historic enrolment pressures at Alton Village PS, students in Alton West travel a considerable distance to attend Clarksdale PS and Rolling Meadows PS, two smaller developments located inside the Alton Village PS catchment, and are directed to Orchard Park PS. This review seeks to address these geographic inconsistencies now that pressures have subsided. 

The review is scheduled to begin in the winter of 2026/2027

The motion, as presented in Board Report 26040 is as follows:

BE IT RESOLVED THAT the Board of Trustees direct staff to initiate a boundary review for Elementary Review Areas (ERA) 104 (Alton, Millcroft and Orchard) and 103 (Northwest Burlington) to balance enrolments, consolidate French Immersion programs and better align student populations with their local communities.

The boundary review may impact the following elementary schools (note that several may be in receipt of students):

  • Alexander’s PS
  • Alton Village PS
  • C. H. Norton PS
  • Charles R Beaudoin PS
  • Florence Meares PS
  • John William Boich PS
  • Orchard Park PS
  • Clarksdale PS
  • Rolling Meadows PS

It is anticipated that the review will follow the Pathway 1 process as per the above Administrative Procedure, which will require the establishment of a Boundary Review Committee composed of Parent Members. It is anticipated that changes will be implemented starting in September 2028.
