Public Information Meeting

held on: March 11, 2026

Families were invited to join us for an in-person Public Information Meeting (PIM) on Wednesday, March 11, 2026, from 7 - 9 p.m. at Burlington Central High School, to learn more about the preferred options for the Southwest Burlington Boundary Review.

The Boundary Review Committee identified two preferred options for your consideration: Options 13c and 14b (modified). These options were presented by the BRSC for community review. A recording of the meeting is posted on this webpage for families who were unable to attend.

Submitting Feedback

We want to know what you think about each option. Families are asked to submit feedback through the Public Information Feedback Form by Wednesday, March 25 at 12 p.m. (noon).

Boundary Review Background

The motion, as presented in Board Report 25122, is as follows:

BE IT RESOLVED THAT the Board of Trustees direct staff to initiate and complete a boundary review for ERA 101 Aldershot, Parkway Belt, & Downtown Burlington (formerly ERA 100 and 101), ERA102: South QEW Between Guelph & Burloak (formerly ERA 101 and 102), ERA 103 Northwest Burlington to balance enrolments at affected schools within existing and future communities for both the English and French Immersion program.

Objectives of this Boundary Review

At the November 4, 2025, Board meeting, HDSB Trustees approved a motion to initiate a boundary review process to review the enrolment and boundaries for both the English and French Immersion programs for schools in ERAs 101, 102, and 103. The initiation of this boundary review seeks to achieve the following actions:

  1. Address the over-utilization at Tom Thomson PS, and reduce/eliminate the overall number of portables on site.

  2. To improve transitions between elementary and middle school, to reduce the number of split cohorts for both the English Track and French Immersion programs.

  3. Maximize the use of underutilized spaces, and ensure schools have a long-term healthy enrolment, with minimal reliance on temporary accommodations where possible.

  4. Identify potential alternate uses for surplus space in elementary schools within the study area (Facility Services and Planning strategy).

SUBJECT: Notification of Boundary Review for Southwest Burlington

Dear parent/guardian,
We are writing to inform you of an upcoming boundary review for the communities of southwest Burlington. At the Nov. 4, 2025, Board meeting, Trustees of the Halton District School Board passed a motion (below) to initiate the process for a boundary review.

Trustee motion (as presented in Board Report 25122)
For southwest Burlington (Map

BE IT RESOLVED THAT the Board of Trustees direct staff to initiate and complete a boundary review for ERA 101 Aldershot, Parkway Belt, & Downtown Burlington (formerly ERA 100 and 101), ERA102: South QEW Between Guelph & Burloak (formerly ERA 101 and 102), ERA 103 Northwest Burlington to balance enrolments at affected schools within existing and future communities for both the English and French Immersion program.

Please note that this boundary review is primarily focused on the areas south and east of the Queen Elizabeth Way (QEW) (outlined with a RED border and highlighted in orange in the image below). The surrounding area highlighted in pink in the figure below represents schools that may receive enrolment, but are not anticipated to impact current students.

a map outlining the Southwest Burlington Boundary Review Impact Area

This boundary review will not change the boundaries north of the QEW (Clarksdale PS, Rolling Meadows PS); however, this process may increase student enrolment at these schools. This boundary review will not change the boundaries west of the QEW (Aldershot School - Elementary, King’s Road PS, Maplehurst PS).

What is the goal of this boundary review?
The goal of this boundary review is to balance enrolment across southwest Burlington elementary schools, ensuring that all students learn in sustainable environments with access to strong programs and resources. Currently, some schools are over capacity and rely on portables that place strain on facilities, while others have space to welcome more students and would benefit from increased enrolment, which can bring additional resources to further strengthen programming and extracurricular opportunities. By rebalancing enrolment, we can ease pressures on highly enrolled schools, make the best use of available space and staffing and enhance learning experiences for all students across the community

This boundary review aims to keep student cohorts together, minimize transitions and bring more students closer to their community schools. By seeking input from families and the community, the process will also explore how French Immersion and other program offerings can best meet local needs.

Please note that you are receiving this message as the outcome of this boundary review may impact the school your child attends.

What are the next steps?

  • A Boundary Review Steering Committee (made up of trustees, senior administration and planning staff) will be formed to confirm the consultation process, determine the schools involved and develop initial options, in accordance with the HDSB’s School Boundary Review Administrative Procedure.
  •  A Boundary Review Committee, with parent/guardian representation, will be created in the winter of the 2025-2026 school year to participate and provide feedback on the options.
  • The option(s) will be shared at a virtual public information session. Details will be provided once confirmed.

This boundary review is expected to conclude by June 2026, with any changes taking
effect as early as September 2026.

Further information

More details will be shared with affected school communities as the process continues. Families can stay informed by visiting the boundary review webpage, which contains background information and updates to date. If you have questions about this boundary review, please email SWB_Review@hdsb.ca.

Sincerely,
Halton District School Board

SUBJECT:  Southwest Burlington Boundary Review Update

Dear Parent/Guardian,

We are writing to provide an update on the upcoming boundary review for the southwest Burlington communities.

You are receiving this letter because your child’s school has been identified as part of this study, and the outcome may impact the school your child attends in September 2026.

Community Consultation - Next Steps
The Boundary Review Steering Committee (BRSC) met on Dec. 19, 2025, and, following the School Boundary Review Procedure, has selected Pathway 1 for this boundary review, which prioritizes thorough community consultation through a Boundary Review Committee (BRC).

  • Parent/Guardian Representatives: We are seeking one to two parent/guardian representatives from each impacted school to join the committee. Your School Council will share application details soon.
  • First Meeting: The inaugural BRC meeting will be held on Jan. 28 at 6:30 p.m. The full schedule of meetings can be found on the Southwest Burlington Elementary School Boundary Review webpage
  • The Committee: Members will include local Trustees (Robbie Brydon, Margo Horne and Amy Collard), parent/guardian volunteers, HDSB Superintendents and Planning/Transportation staff.

Project Timeline

  • Completion Goal: June 2026
  • Implementation: As early as September 2026. The final option may include multi-year phasing.

What is the purpose of this review?
The primary goals of this review are to ensure a stable and accessible learning environment for all students through:

  • Green Space: To ensure students regain essential green space currently occupied by portables.
  • Balance Enrolment: Address overpopulation at schools while making better use of available space at underpopulated schools.
  • Keep Communities Together: Reduce "split cohorts" to ensure more students can transition from elementary to middle school with their peers.
  • Planning for the Future: Identify alternative uses for surplus space to support healthy, sustainable school populations.

Impacted Schools
While the study area is broad, the review will specifically look at integrating communities and balancing programs for:

  • Central PS
  • King’s Road PS (students residing east of the QEW)
  • Lakeshore PS
  • Maplehurst PS (students in the French Immersion program residing east of the QEW)
  • Tom Thomson PS
  • Tecumseh PS

We understand that boundary changes can have significant impacts on families, and we are committed to providing information and support throughout this process. We encourage you to stay informed by visiting our boundary review webpage for the most up-to-date information, meeting minutes, data scenarios, and FAQs.

If you have questions about this boundary review, please email SWB_Review@hdsb.ca

Viability of Programs

This criterion considers whether programs can be successfully maintained at the school. Options are reviewed to determine if enrolment levels will support the continuation of existing programs and learning opportunities.

Proximity to Schools

This considers how close students live to their school and whether options maximize safe walk-to-school opportunities.

Stable Long-Term Boundaries

Projections are reviewed to determine whether proposed boundaries will remain stable over time and help avoid the need for additional boundary changes in the short term.

Balance of Overall Enrolment

This criterion evaluates whether enrolment is balanced across schools. It considers whether access to programs, resources and extracurricular opportunities is maximized while avoiding over- or under-utilization of school space.

Temporary Accommodation (Portables)

Options are reviewed to determine whether the use of portable classrooms can be minimized.

Transportation Requirements

This evaluates whether transportation needs are reasonable and cost-effective for the school board.

Fiscal Sustainability

This considers whether options avoid unnecessary costs and support responsible long-term financial planning.

Student Experience

This criterion considers how options affect students, including whether the number of student moves is minimized and whether student cohorts can remain together.

Geographic Area and Barriers

This evaluates whether boundaries are geographically logical and contiguous, while also considering physical barriers such as major roads, railways or natural features.

Other Considerations

Additional criteria may be recommended by the Boundary Review Steering Committee (BRSC) or the Boundary Review Committee (BRC)

      • According to O.Reg., 132/12 average class size should not exceed:
        • Kindergarten (Years 1 and 2) - 26 students per class
        • Grades 1 to 3 - 20 students per class
        • Grades 4 to 8 - 24.5 students per class
  • Criteria and Discussion Review

      • Stable Long-Term Boundaries
      • Student Experience
      • Proximity to Schools
    • None of the options will meet all of the criteria perfectly.
    • The BRC uses Mentimeter to rank and choose additional criteria for evaluating the options.
    • While working with the options the HDSB believes none of the options presented (unless stated otherwise) should be rated as a 1 (low), as the options that do not work are not brought to the BRC typically.
    • Subcategories for the existing criteria, from the Mentimeter questions:
      • Keeping cohorts together
      • High school boundaries
      • Middle school redistribution
    • The BRC asks for Feeder school lists.

Mentimeter Results:

        • Option 6
          • Can redraw this option for zone 11 and Tyandega going back to status quo.
          • Zone 11 goes to Tecumseh PS
      • Options the group liked:
      • Option 4
      • Option 10.
        • 10 for FI boundaries
    • Group B
      • Options the group did not like:
        • Option 5
        • Option 9
      • Options the group liked:
        • Option 10 for FI boundary
        • Option 6 for English is good
          • If you move zone 10 and 11 to Tecumseh it is better
          • Zone 12 could go to Lakeshore PS or Tecumseh as there are not many students.
      • Wanted to make sure the lakeshore was taken care of as a cohort (Zone 3 and 1).
      • The other options were not noticeable
      • Zone 11 and Tyandega back to status quo.
    • Group C
      • Options the group did not like:
        • Options 5-7
          • Overutilized Tom Thomson PS
        • Option 9
      • Options the group liked:
        • Option 1 kept on table
        • Option 8 had potential
          • Are people going to travel the distance however
        • Option 10 had potential
          • Good FI boundaries

  • Potential options going forward are
    • Option 1
    • Option 6 (modified)
    • Option 10 (french boundary)
  • General Manager Frederick Thibeault proposes a new option
    • Option 9
    • Fix zone 12
    • Fix Tecumseh cross boundary
    • Tom Thomson keeps the FI program
      • Start transition to Burlington central campus in grade 6 for Eng and FI.
      • Tom Thomson becomes a K-5
      • Central public, Lakeshore could become a K-5.
      • Burlington South could eventually become a K-5 model.
    • Questions:
      • could zone 1 and 3 stay at central?
        • We would have to see how the option plays out.
      • Would King’s Road PS also be a K-5?
        • No, as it would go to Aldershot.
      • Is there data for a K-5 school?
        • Not in Burlington.
  • Next Steps
    • New options or variants are requested by end of day Friday (20th).
    • If you have questions or options to please submit them to SWB_Review@hdsb.ca
    • The next meeting will be February 25, 2026 (in person) where we will narrow down the options in preparation for the public meeting.
  • Questions and concerns:
    • For some of the options there is a trade off between walkability and cohorts being kept together as well as enrolment balance.
    • Option 7b
      • All 8 and 7s in aldershot go to maplehurst as an option?
      • Concern over sending cohorts that would end up at central to Aldershot HS.
    • Many options have zone 5 and 6 move
      • Some in the community may not be in favor
    • Regardless of the outcome of the review there is no additional capital being diverted to a school.
      • Example being: not upgrading a gym due to the result of the review.
      • Capital is not tied to the review.
    • 7 and 8 being added to maplehurst is not ideal but can happen for cohorts.
    • Is the cost of busing a concern?
      • Not really, we are more looking at the amount and scheduling of them are more of a concern.
    • When should we start talking about legacy exemptions?
      • At the meeting after the PIM
    • Concerns regarding Zones 1 and 3 moving west (King’s Road).
      • Bika Diakoloukas shares her concern that “this feels like we’re moving backwards. We’ve been working collaboratively with the goal of reuniting children and bringing Zones 1 and 2 back to the east side of the highway. Introducing an option that would move Zones 1 and 3 west, across the highway, away from their neighbourhoods and into a completely different community seems contrary to that direction.”

      • Suggesting Option 13a where zone 1 gets sent to Central PS and more students are sent to Lakeshore PS.
    • Admin
      • There is potentially another option that Planning will look at for viability where zones in option 13 are cut.
  • Next Steps
    • New options or variants are requested by end of day Friday February 27th.
    • If you have questions or options to please submit them to SWB_Review@hdsb.ca
    • The next meeting will be March 4th, 2026 (in person) where we will narrow down the options in preparation for the public meeting.
    • For the public meeting we are thinking about doing a recorded video that will be posted online along with a feedback form. The in-person component would be stations to take questions.
  • Questions and concerns:
    • Wouldn’t the staff be moved from one school to another if the students are moved?
      • Yes, we are talking more so of the availability of staff for programs/extracurricular
    • Doesn't the fiscal reality of the board reflect student experience?
      • They are not exclusive
      • The middle schools are posing difficulties that this review was partially set out to address.
      • How do we do the best we can as we can not initiate a PAR at this time.
        • We are not currently allowed to do a PAR as there is a moratorium in place.
      • A boundary review is what we can do in the meantime.
    • Is portable funding part of special education?
      • No, it is a separate pot of funding.
    • Should we (parents) be advocating for a PAR since there is a moratorium in place.
      • Many empty spaces can cost more than some portables.
    • Some schools are begging for students, there needs to be some change
      • We agree, there are some options that just move the issue around from one school to another.
      • Keep in mind how many kids are moving and what is the outcome.
    • For balancing enrolment is it in the scope for splitting zones?
      • We can talk about it.
      • We divided the zones in a way that makes geographic sense along with other factors.
    • How long have these zones been around?
      • The zones are historic and also based on geography and population
    • A parent rep comments that there are shared spaces in a 7-12
      • In a non-dedicated k-12 school there is mixing between students.
    • Option 13 but…
      • FI stays at Tom Tompson
      • Zone 10 goes north.
    • What zones are bussed
      • Zones:

    • Breakout Session
      • Group A
        • TT not having FI is the preferable option
          • It is important to remember that the Lakeshore PS area has too many moves.
          • If children are changing to Lakeshore PS you will end up at Central PS anyway.
            • It eliminates the 3rd move.
        • Preferred options
          • 13b
          • 13c
      • Group B
        • Same as group c
          • Prefer options 13c and 14b.
        • No option 16
      • Group C
        • Top picks are option 14b for FI at TT.
        • Option 13c FI at central
          • Zone 11 now goes to central. Is the requested change.
        • Backup opinion is option 16
      • As a BRC
        • Zone 11 for both options to go to the local FI school.
        • Option 13c
        • Option 14b
        • Legacy exemption we can look at 3 grades
        • Slow FI transition
          • We would likely look at primary grades.
    • Next Steps
      • If you have questions, please submit them to SWB_Review@hdsb.ca
      • The next meeting will be the public information meeting. There will be a quick presentation from Fred. The in-person component would be stations with boards to take questions.
      • Burlington Central HS will be the location for the Public Meeting on the 11th of March.
      • Feedback will be from March 9th to the 25th.
      • Delegations for both for and against the options can be made to the Board to Trustees at the Board meeting nights.
    • Questions and concerns:
      • Are there accessibility issues with portables?
        • If there are issues, the school board is able to install a ramp.
      • Is there concern with the central taking FI
        • We are concerned about uncertainties that the HDSB might have issues being able to accommodate sudden unpredicted growth.
      • Some of the schools do not have the capacity in the options that the HDSB you suggest grants a rebuild or addition.
        • For an addition yes. But for a PAR no.
        • In SWB the idea would be to consolidate some schools and start fresh with a new up to date facility.
        • They don't all need to be full, the result needs to be full.
      • Is there an option of the 3 that gets us close to a PAR situation?
        • All and none.
        • There is a moratorium currently on PARs. They can not be done currently.
      • For the split in option 16 for zone 10, the green area is the growth zone and the other is the existing community.
      • There are different unions for FI teachers between intermediate and junior.
      • Zone 11 proximity is more valuable as there are 9 FI students in the zone.
      • With legacy exemption, depending on the move, we would consider transportation.
      • A lot of the families are in senior grade and thor concern is later grades being moved would that be the case. Is there a way it would be expressed that there are legacy exemptions? How do we express that there are things we are considering?
        • Implementation can be talked about at the boundary review public meeting.
        • The HDSB will have time to take the feedback after it is closed to see what legacy exemption will look like before we bring it to the April 1st meeting.
      • It is important we have the legacy piece first.
        • We will talk more about transition planning.

Burlington Boundary Review FAQ

Generally, yes. Students residing within the newly defined boundaries will transition to their assigned schools.

We recognize the importance of continuity in a student's education. To ensure a smooth transition, the HDSB is evaluating several phasing options within the proposed plans, which may include:

  • Legacy Exemptions: Allowing students in specific milestone grades (e.g., students entering Grade 6, 7 or 8, depending on the grade structure of the school) to remain at their current school until graduation.
  • Staggered Transitions: Implementing the new boundaries over a multi-year period to reduce the immediate impact on families.

Specific details regarding the transition plan will be finalized once a preferred boundary option is selected.

The following schools may see an increase in enrolment. Students currently residing in the current catchments will not be required to relocate:

  • Aldershot Elem
  • Clarksdale PS
  • King’s Road PS (west of the QEW)
  • Makwendam PS
  • Maplehurst PS (west of the QEW)
  • Pineland PS
  • Rolling Meadows PS

Your feedback is very important to us. To ensure your questions and comments are addressed:

  • Submit via Email: Please email any questions or comments directly to SWB_Review@hdsb.ca
  • Committee Review: All feedback is shared with the Boundary Review Committee and the Steering Committee to inform their ongoing work.

There will also be a dedicated Public Information Meeting on March 11, 2026. This meeting provides an opportunity  for the community to review the committee's proposals, ask questions and provide direct feedback before any final decisions are made.

The Boundary Review Committee meetings are working sessions for the group. These sessions are for committee members to analyze data and develop potential options. While these meetings are not open to public participation, we maintain transparency by posting the meeting materials and recordings on our website for your review.

This update was sent to all residents within the area to ensure everyone is informed of the ongoing boundary review.  These schools are included in the review because there is potential to increase the school's student population. Students currently living within the catchment area will not be moved to a different school.

This update was sent to all residents within the area to ensure everyone is informed of the ongoing boundary review. The impact on your child depends on your residential location relative to the QEW:

  • West of the QEW: Students residing west of the QEW will not be moved to a different school. Enrolment numbers at these schools may change modestly  as a result of the review.
  • East of the QEW: Students residing east of the QEW may be required to transition to a different school depending on the final boundary decision.

We encourage all families to review the webpage to remain informed of the boundary review progress.

R. John T. Tuck PS has been excluded from the current review because its boundaries and student pathways remain stable. While the school is currently operating at 120% capacity, the HDSB has determined that a boundary adjustment is not necessary for the following reasons:

  • Predictable Pathways: The school maintains a well-established and consistent student transition pattern.
  • Capacity Management: While there are currently five portables on-site, the school can accommodate up to 12 if needed, providing sufficient flexibility for current enrolment while balancing available greenspace.
  • Enrolment Trends: Long-term projections indicate a gradual decline in enrolment. This suggests that the current capacity pressure is temporary and will resolve naturally without requiring a permanent boundary change.

At this time, families are encouraged to proceed with kindergarten registration at their current home school, as determined by the School Locator. Registering now ensures your child is accounted for in planning, regardless of any future boundary adjustments. Should boundary changes be approved that affect your address for September 2026, the HDSB will communicate

Out of Area Transfer is a process that allows students to apply to attend a school other than their designated "home school" (the school assigned to their residential address).

While the district aims to accommodate these requests, please keep in mind the following:

  • Space Availability: Applications are only considered if the requested school has sufficient space and resources to accommodate additional students.
  • Transportation: Families are responsible for providing transportation to and from the school if the Out of Area Transfer request is approved.
  • Status During Boundary Reviews: During a boundary review process, Out of Area Transfer may be restricted or paused at specific schools to ensure there is enough space for local students.

For detailed application steps and deadlines, please review the Transfer Schools within HDSB webpage.
