About the Boundary Review
At the December 7, 2022 Board meeting, HDSB Trustees approved a motion to initiate a boundary review process to establish the recently funded Oakville NE #3 PS and Oakville NE #5 PS, as well as include facilities located in the North Oakville Secondary Plan within ERA 118, as well as select schools in ERA 114 to 117 to address existing accommodation pressures and underutilization, and update current and future holding school boundaries in anticipation for future new school facilities in North Oakville to open.
BE IT RESOLVED THAT, the Halton District School Board direct staff to complete a boundary review for ERA 114 (Palermo and West Oak Trails), ERA 115 (Glen Abbey), ERA 116 (Munn’s Creek), ERA 117 (Morrison Valley), and ERA 118 (North Oakville) with the objective of establishing new boundaries for Oakville #3 PS and Oakville #5 PS, address Accommodation pressures throughout the study area, and update holding school boundaries.
Subject to confirmation from the future Boundary Review Steering Committee (yet to be established), the following schools are anticipated to be part of the review:
- ERA 114: Palermo PS (ENG and FI holding school potential repatriations)
- ERA 115: Forest Trail PS (potential FI holding school)
- ERA 116: Munns PS and Sunningdale PS (FI holding schools and potential repatriation) and Post’s Corners and River Oaks (ENG holding schools and potential repatriation and ENG boundary realignment)
- ERA 117: Falgarwood PS (ENG holding school potential repatriations)
- ERA 118: Oodenawi PS and Dr. David R. Williams PS (potential ENG and FI boundary adjustments) and Oakville NE #3 PS and Oakville NE #5 PS (new school boundaries)

Updates
July 2023:
The first BRSC meeting occurred on June 29, 2023. This meeting established the scope of the boundary study, which pathway is to be employed, and which schools should be involved. The summary of of those decisions are as follows:
- Pathway #1 will be followed.
- The existing schools involved will include: Dr. David R. Williams PS (ENG, FI), Oodenawi PS (ENG, FI), Palermo PS (ENG, FI), Forest Trails PS (FI), Munns PS (FI), Sunningdale PS (FI), Post's Corners PS (ENG); Falgarwood (ENG) and River Oaks PS (ENG).
- The scope will include a review of all English and French Immersion Boundaries, and establishing new future boundaries for both future Oakville #3 and Oakville #5 public schools.
The next BRSC meeting will be early September 2023 with the first BRC meeting (which includes the parent representatives from each participating school community) by the end of September 2023. Timeline of dates will be published in September 2023 as soon as they are available.

Boundary Review Steering Committee (BRSC)
In the spring of 2024, the Superintendent of the affected Family of Schools established a Boundary Review Steering Committee (BRSC) composed of Trustees and board staff to lead the school boundary review process.
The role of the committee will be as follows:
- Determine and communicate which schools are part of the Boundary Review Process;
- Generate the initial boundary options for consideration by a larger Boundary Review Committee;
- On behalf of the Boundary Review Committee (BRC), recommend preferred option(s) to Administrative Council and the Director; and,
- Make the determination as to which consultation process pathway will be utilized (Pathway #1 or Pathway #2).
Boundary Review Committee (BRC)
As the Boundary Review Steering Committee has confirmed that a Pathway #1 consultation process will be required for the scope of this review, a Boundary Review Committee (BRC) will be established, composed of the BRSC members, and up to two parent representatives from each affected school. Note other members may join as a resource if required.
Their mandate will be to work collaboratively on the following matters:
- Examine the initial boundary options generated by the BRSC, and provide detailed feedback on the initial options, request modifications or additional options, if required. This is to be undertaken through a consensus process;
- Over the course of a number of working meetings and based upon a set of agreed upon criteria, the committee will arrive at one or more preferred options to be submitted to the BRSC;
- Parent representatives are to speak on behalf of all students, regardless of school, program, or grade; and,
- Staff’s role on the committee is as a resource - to respond to inquiries and to provide committee members with the data and administrative experience required to assess options.
Timelines
Milestones for the boundary review process are to be established in the upcoming Boundary Review Steering Committee set for the early Fall 2023, where the Boundary Review Committee will begin their work soon after.
